"Fi is subjective"...every introverted function is subjective. His origin story is about injustice, or rather, inequality. It didn't make sense to him why monsters were singled out when they're just as tough as the heroes. It makes no sense for justice to always prevail when the bad guys work just as hard. His problem is how the collective unfairly gangs up on him. This is all in line with Ti/Fe, not Te/Fi. A Te/Fi user's aspirations transcend the collective, achieving goals regardless of it, while Garou tries to separate himself from the collective but his motives remain chained to it. You can't just type him Fi because he goes against the grain - Genos and Fubuki are fairly conformist by that standard, but their goals are personal in the Fi sense because they're independent of other people. He has no defined Te objectives - his plan is to beat up random heroes so they can spread the word about him. I'm not up to date with the manga (don't spoil pls), but from what I've gathered in the comments, he wants to become a God level threat so the whole of humanity will unite against him. And apparently that's Fi and not Fe; it reminds me of Meursault at the end of "The Stranger". Garou is very uncomfortable with the expression of emotion. He shows some Fe by trying to connect with Tareo and gets visibly frustrated with himself when he scares him away each time. Tareo is the actual Fi dom because, although scared, he always expresses his feelings despite Garou's attempts to calm him down (also keeps calling Garou "old" inspite of his numerous objections lol). Taking one instance and applying it across contexts, believing it carries the same meaning, is Ti.
