He has no defined Te objectives - his plan is to beat up random heroes so they can spread the word about him. I'm not up to date with the manga (don't spoil pls), but from what I've gathered in the comments, he wants to become a God level threat so the whole of humanity will unite against him. And apparently that's Fi and not Fe; it reminds me of Meursault at the end of "The Stranger". Garou is very uncomfortable with the expression of emotion. He shows some Fe by trying to connect with Tareo and gets visibly frustrated with himself when he scares him away each time. Tareo is the actual Fi dom because, although scared, he always expresses his feelings despite Garou's attempts to calm him down (also keeps calling Garou "old" inspite of his numerous objections lol).
