Ne PoLR is very clear but he's more ESI than LSI. Worf has very strong, sentimental and tenacious attachments to things and people, and unlike Picard (LSI) isn't overly concerned with things like reason and fairness - he's just not able to apply cold logic in the same way. In fact, TVTropes even has him as an example of the "honor before reason" trope, which is inherently Gamma SF > Beta ST.
