He seems to have a very strong 6 and 1 fix. Turntapp had a very rigid structure of how the Covenant should work up, and is even described as tyrannical, until his stagnant viewpoint was challenged by Saparata's 'innocence' (which he then starts implementing his moral values over the wishes of the Covenant citizens). When the system he believed has failed to uphold his pre-existing moral values (that is believing in Saps' innocence), he goes out of his way to stand for that moral value. If I had to guess he'd be a social 1, due to his tyranical nature and not being reliant on a pre-existing system that he's attached to.
