I think ESE is the better option than IEE. Chika is characterized by pure external emotional moods and expressions. She is always the one who generates a fun, exciting atmosphere for the student council and people around her in general (with her random games suggestions). Fi ego is unlikely, since i don't see Chika pays any attentions to the current Ethic of relations thats occurring and emotion sensitivity. We can see how many times Chika unintentionally ruins the "love-battle" between Kaguya and Shirogane and doesn't really pay attention to the inner sentimental feelings between the 2, which can fit Fi ignoring (Fe socio focuses on the emotion vibes of the room > Fi socio focuses on the inner individual feelings). Ne HA should be obvious. A small paragraph of ESE from Gulenko, which i honestly think it fits Chika very much : "Readily supports new, promising initiatives.
