Both of them tried to make up for the information they relayed to Voldemort (Slughorn telling a student Tom Riddle about Horcruxes; Snape telling Voldemort about the prophecy (or the first half of it) Both were probably aware that what they told him only benefited the evil side, but when they found out what that would mean on a larger scale, they got ashamed and afraid (this resulted in Slughorn altering his memory so it wouldn't taint his reputation and Snape asking for Lily (or after a moment of consideration, her whole family) to be spared because he was obsessed with Lily. Ultimately, both did good and bad, but mostly for their own gain which is the definition of True Neutral. However Slughorn is a Fe dom who is good at social manipulation and more aware of how he makes other people feel; while Snape just takes his internal hatred out on others.
