Monica is strategic and not super likeable, but I don't think this means she's using Te over Fe. Whereas an ENTJ is typically goal-oriented to enact their own vision, Monica tends to focus on either her loyalties or the interpersonal risks of whatever choices she's making. She expresses discomfort when she has to tell people things they won't want to hear, like when she protests having to tell Laurie that Russ invested in Pied Piper, or when Laurie tells her they're withdrawing funding from PP at the start of season 2. Though Monica may not know how to make most people like her, she tends to be thinking about ways to help other people achieve their goals, as well as how to strategically navigate social dynamics throughout the show :)
