Before starting my comment, it would be nice to know that inferior function is the one people/characters tend to use most in unhealthy, negative and immature ways and in stressful situations. Also, it is good to know the difference of ISTJ and ESTJ, and I suggest these two links: https://www.truity.com/blog/how-tell-difference-between-ESTJ-and-ISTJ-using-celebrity-examples https://funkymbtifiction.tumblr.com/post/99432842380/can-you-explain-for-me-the-difference-between-ISTJ-and Tobirama is all about rules and structure, and this is clear in the way he organized Konoha both as Hashirama's advisor and as Hokage. Dominant Si shows in the way he developed the Anbu, the Ninja Academy and other organizations, and this is all about organizing structures (rather than people) to bring stability and security (especially dom Si + core 6). It shows when he remains quiet during negotiations with other Villages once his brother was Hokage, observing (and disliking) Hashirama's foolish behavior instead of taking charge (as a dominant Te would). Dominant Si also shows in the way he follows rules: even as a child, he said that if adults followed the rules they created themselves, things wouldn't be that way. When his father asked him to follow Hashirama to the river where he met an Uchiha, he obbeyed, and when Butsuma scolded his brother, he remained quiet, only observing. There is a similar scene in Game of Thrones, when Balon Greyjoy scolds Theon saying that he was protecting the Starks, and his sister Yara (ESTJ) provokes him saying he was trying to make their father "bow down to his other family" instead of being quiet. Both cases happened in times of war, and it clearly shows the different approach of ISTJs and ESTJs in this kind of situation. Dominant Si tends to keep quiet and observe while dominant Te tend to speak their thoughts out loud. Tobirama uses Fi quite a lot for it to be an inferior function, and the first look we have on it is when he defends Hashirama from their father. He shows how his moral compass is to defend his brothers, even if it is from their own father. Fi (and dominant Si) shows in his adult life when he chooses to follow Hashirama's will and how he priorizes the Village other than anything else, and it is clearly shown when Hashirama later asks for Madara to be Hokage. Tobirama's answer isn't "no" right away, and instead he says his brother can name Madara as an option for the citizens to vote democratically (even if he believed Madara wouldn't be chosen), putting his values and morals about democracy heavily in the answer. Inferior Fi is not about "repressing individuality", it means that one is not totally understanding what they and their loved ones feel, and this is what causes Te dom to be so confrontational and lack sensitivity in some cases. Inferior Fi also appears much more in moments of stress, and Te doms can get emotional when stressed, exactly what we see in Cersei Lannister (ESTJ) from Game of Thrones and even in Uchiha Madara (ENTJ). Tobirama's tertiary Fi is also visible in the last fight of Uchiha vs Senju before the end of the war. Madara was knocked on the ground and Tobirama was ready to kill him, but stopped because Hashirama told him to. Dominant Te wouldn't stop because of the lack of connection with Fi, because they do not fear loosing relationships if it means "best logical way out". Comparing the situation with another one from GoT, when Robb Stark (ESTJ) says Rickard Karstark is a traitor for killing their prisioners (Lannister boys), both his wife and his mother tell him not to condemn him because it would cost the Starks allies and will be the worst option during the war. Robb ignores both and kills him (lack of Fi). Inferior Ne is shown because it is the one function Tobirama uses negatively the most, and this is what inferior function does, especially in times of stress like war times. He indeed uses Ne positively to create new ninjutsu (one thing people tend to forget is that ISTJs can be scientists and creators), and all of the ones we see are useful and reliable creations (because of high Si-Te), but Ne is way more visible in its negative traits such as the negative possibilities he saw in a lot of situations. This is literally a portrait of an unhealthy inferior Ne aligned with the need for structure and fear of uncertain change of a dominant Si + the need for security of a core 6, especially 6w5. I can't quite see how Tobirama's behavior relates to characters like Shinazugawa Sanemi, Cersei Lannister, Maki Zenin and Endeavor more than with Nanami Kento, Nighteye, Iguro Obanai and Barristan Selmy. King Théoden from LOTR and Shuichi Aizawa from DN are ESTJ 6w5, and Tobirama is quite different from them. In fact, he is pretty similar to Rico Brzenska from SnK S1. In Naruto, he is similar to Uchiha Fugaku, and although Madara is an ENTJ, I can't see how Tobirama would be a dominant Te/inferior Fi like him.
