Like when Brian saw Verone's 2 henchmen, Roman acted quickly and decided to divert them by spraying their car with some kerosene and using a lighter to buy time for him and Brian to go back to report to the LAPD cops. When Brian went to see him at the derby, Roman was pissed at Brian for not helping him in the past, hence showing Fi. Se I can see in him as he's aware of his surroundings and details
