I think he's more about Fe than Te. He knows a lot about people, he could easily read their true thoughts and motives, example: when Tony punched the policeman explaining he did it for Doctor. He had his boundaries, yes, but he did it for greater good (Ni-Fe) which was changing peoples opinion and mindset about people of color. He knew exactly how to fit in and how to satisfy others and tried to teach Tony to be better at that too.
