As other commenters have pointed out, I don't see much Fi in Toby. I believe that his Ni works well with Spencer's and they often bounce ideas off of each other to come to the greatest single point. For Spencer, this is assisted by her Te and framework of logic presented by that, but for Toby, I'd say he was a clear Fe user. From his introduction, he can clearly read everyone else around him, especially Spencer who he challenges often, as he can see right through her and everyone in the group. He also cares about appeasing Jenna as he knows how traumatised she is about the incident. He uses his Fe to assess others' needs, true feelings, and masked emotions, whilst also being able to do this for himself. Therefore, INFJ seems the most likely to me.
Biography
Toby is a troubled young man from Rosewood who lives near Emily's house. He's a shy, quiet boy who was framed by Ali for the prank that made Jenna Marshall lose her sight, and spent some time in juvie because of that. He quickly becomes the lead suspect in Alison's murder investigation, and is regarded as an evildoer by almost all Rosewood. He begins a romantic relationship with Spencer by the end of season 1.
